घडावा संघाचा संस्कार... ३

एक बैठकीला आमचे प्रांत प्रचारक सकाळी सकाळी बस स्टॅन्ड वर येणार होते, तिथून मला त्यांना घेऊन बैठकस्थानी जायचं होतं. मी बसच्या वेळेच्या आधी तिथे पोचलो होतो. एक जीप कोणाला तरी सोडायला बैथकस्थानी गेली होती, ती आली कि प्रांतप्रचारकांना घेऊन बैठकस्थानी जायचं असं ठरलं होतं. बस आली, आमचे प्रांत प्रचारक बस मधून उतरले, पण जीप अजून आली नव्हती. मला बघून ओळखीचं हसत म्हणाले  "अरे व्वा!!, तू आलास होय.. " अशी सुरुवातीचे २-३ वाक्य झाल्यावर लगेच म्हणाले, "चला जायचंय ना?" मी म्हणालो, "गाडी आली नाही अजून ती आली कि लगेच निघू, येईलच २ मिनिटात. " ते म्हणाले गाडी येईल तेव्हा येईल, आपण कशाला थांबायचं? तुला बैठक स्थान माहितीये ना?" मी हो म्हणालो, "चला मग" म्हणत ते बैठकीच्या दिशेने चालायला हि लागले. खरंतर बैठकीला वेळ होता, पण साधनांसाठी काम थांबायला नको, आपण साधनांच्या फार आहारी जायला नको, हा एक फार मोठा संस्कार मला त्या वेळी मिळाला.

बैठकीनंतरच्या गप्पा संपवून निघालो तोच मागून हाक आली, मागे वळून बघितलं तर _____ हाक मारत होता. जवळ आला व म्हणाला थोडं बोलायचंय, मी म्हणलं "बोल की", "मला माझा पहिला पगार संघाला द्यायचा आहे, कसं करता येईल?" मी निःशब्द, तरी थोडं सावरून म्हणलं, "कुठल्या तरी गंगाजळी अकाउंट ला जमा कर, माझ्या शाखेचे अकाउंट आहे, तिथे कर, मी तुला डिटेल्स देतो. किंवा सरळ जनकल्याण संस्थेला चेक देऊन टाक. " तो म्हणाला "मी तुमच्या कडे देतो, तुम्हाला योग्य वाटेल ते करा. " मी तेव्हा जरा गडबडीत होतो, म्हणून म्हणलं "बरं बघू, फोनवर बोलू, मी पण जरा गडबडीत आहे." परवा रात्री परत फोन आला, शिक्षक खाली येता का? मी पैसे घेऊन येतोय." "अरे मी तुला अकाउंट डिटेल्स देतो तूच जमा करून टाक ना" - मी, "नको शिक्षक तुम्हाला देतो, तुम्ही करा काय करायचं ते." "बरं थांब, मी जरा कार्यवाहंशी बोलतो आणि बघतो काय करता येईल ते, असे निर्णय एकट्याने नको घ्यायला" - मी, "चालेल पण फार जणांजवळ नका बोलू." इथे माझ्या डोक्यात जरा प्रकाश पडला. "मी म्हणालो, मला कळलं, फक्त कार्यवाहना सांगतो काय करतोय ते, कारण असे विषय फक्त दोघातच ठेवणं बरोबर नाही." "चालेल, तुमचं बोलणं झाला कि मला सांगा, मी येतो खाली." कार्यवाहांना लगेच फोन केला, त्यांना अडचण सांगितली, काय करतोय ते सांगितलं, ते पण ठीक आहे म्हणाले. थोड्या वेळानी तो खाली आला, तरी मी त्याला एकदा म्हणून बघितलं, "आत्ता माझ्या नावानी जमा करतो, पुढच्या वर्षी गुरुपूजन उत्सवाआधी काढून तुला देतो, तू ध्वजासमोर समर्पण कर." "नको, ते आजकाल नाव पत्ता लिहावं लागतं, मला ह्या विषयाची चर्चा व्हायला नकोय. " मी म्हणालो "ठीक आहे, मी बघतो काय ते." लगेच त्याने त्याचा पहिला पूर्ण पगार माझ्या हातात दिला. त्यानी त्याचा पहिला पगार एवढ्या अत्यंतिक पवित्र समर्पण भावनेने माझ्याकडे दिला होता कि मला आता त्या पैश्यांचं दडपण वाटायला लागलं होतं, ते पैसे बँकेत जमा करेपर्यंत धीर धरवत नव्हता. क्षणभर मनात विचार आला, रोख आहे ती आपण वापरू, आणि गंगाजळी अकाउंटला आपल्या खात्यातून ट्रान्सफर करू. खरंतर लॉजिकल होतं पण तरी मन तयार होत नव्हतं, त्याने दिलेले पैसे जसेच्या तसे बँकेत जमा करण्याशिवाय स्वस्थता लाभली नसती. २ दिवस बँकेच्या वेळेत जाणं जमलं नाही, पण तिसऱ्या दिवशी जमलं, ठरलं तसंच केलं, त्याला पैसे जमा केल्याची पावती फोटो काढून पाठवली, त्याचा रिप्लाय आला, "ह्याची गरज नाही."
असा हा कार्यकर्ता असा कसा घडला? कोणामुळे घडला? सगळंच अज्ञात, अशी कित्येक माणसं घडवतो संघ, मी जे करतोय ते स्वान्त सुखाय करतो आहे, करायचं आणि विसरून जायचं, मला मी केलं त्याची चर्चा तर नकोच पण मी जिथे दिलं तिथे मिळालं कि नाही ह्याची पोच पण नको. ह्या एका प्रसंगातून संघाचे किती पैलू दिसले ह्याची गणना न करणंच ठीक. ह्या काळातही आत्मविलोपी वृत्तीचा हा आविष्कार घडत असतांना मी ह्या घटनेचा एक साक्षीदार होतो, हे माझं भाग्य.... त्याने मलाही घडवलं....

घडावा संघाचा संस्कार....१

प्राथमिक वर्गाच्या व्यवस्था करत असतांनाचा एक प्रसंग, भोजन व्यवस्था मार्गी लागल्यावर एका ज्येष्ठ कार्यकर्त्यानी माझे लक्ष एका गोष्टीकडे वेधले. ज्या संस्थेत वर्ग चालू होता, त्या संस्थेतील कर्मचारी न्याहारी व भोजन करायला वर्गात येत आहेत. तिकडे लक्ष द्यायला सांगितले, त्यांची भूमिका अशी होती कि, वर्गाला येणारे स्वयंसेवक आपल्या कष्टाच्या कमाईतून जमा केलेल्या पैशातून वर्गाचे शुल्क भरतात, तसेच इथे खर्च होणारे पैसे हे स्वयंसेवकांच्या समर्पणातून आलेले असतात, ते संघकामासाठीच खर्च व्हावेत.... , मलाही ती भूमिका पटली व मी लगेच कामाला लागलो. काही वेळानी मला एक कर्मचारी न्याहारी करतांना दिसले. माझ्यातला खाकीपणा  जागा झाला व मी त्यांची न्याहरी चालू असतांनाच त्यांना म्हणालो, "काका, अहो ही व्यवस्था इथे आलेल्या शिक्षार्थ्यांसाठी आहे, संस्थेच्या कर्मचाऱ्यांसाठी नाही", त्यांचा चेहरा हिरमुसला झाला, कसे बसे न्याहारी संपवून ते गेले. हा प्रसंग आमचे भोजन व्यवस्था प्रमुख बघत होते, पण ते तेव्हा काही बोलले नाहीत. वर्गाच्या शेवटच्या दिवशी सगळ्यांना मिसळपाव असा बेत ठरला होता. सकाळी सकाळीच मला आमचे भोजन व्यवस्था प्रमुख भेटले व म्हणाले "मी आज संस्थेच्या सगळ्या कर्मचाऱ्यांना मिसळपाव खायला बोलावलं आहे, त्यांना कोणी हटकायला नको म्हणून तुम्हाला सांगितलं". मी पण लगेच "व्वा वा, छान केलंत" म्हणून म्हणालो, पण मला काय कळायचं ते कळलं होतं. संघाचा स्वयंसेवक हा कारुण्यभावनेने भरलेला असायला हवा. स्वयंसेवक हा कठोर हवा, पण ते स्वतःच्या बाबतीत, इतरांच्या बाबतीत त्याच्या मनात आपुलकी, बंधुभाव, करुणा ह्याच भावना प्रामुख्याने हव्या. आपल्या आचरणाने संघ कसा आहे हे शिकवणारे, दाखवून देणारे असे अनेक जमिनीवरचे कार्यकर्ते संघ तयार करतो. मला आमच्या भोजन प्रमुखांनी बौद्धिक न देता एका कृतीने ह्या प्रकारे संघ समजावून सांगितला, मला घडविला...

Judiciary and culture...

Recently I met with some really good people who are extensively working in waste management. Committed to environment, implementing lot of practices to minimize waste generation. The discussion came on a node of laws, and they informed me that there are very strict laws but those are difficult to implement because of human tendency.

    Now a days in news paper, there is at least one news of rape case or misbehavior with women. There are strong laws to protect women but still the crime count is not decreasing. Like this, there are many other areas where we have strict laws, starting from traffic rules to anti corruption laws, and many more will be introduced in coming years, as the current era thought process is, 'crimes can be controlled by making strong laws and implementing those strictly'.

   But implementing these laws has always been a challenge. There are five major challenges in this implementation. #1. Building and maintaining such a huge structure to cover a huge population. #2. Keeping the system non corrupt. #3. Keeping the system impartial and safe from individual's vested interests. #4. Maintaining the clean image of the system by maintaining transparency. #5. The operational cost involved. If any of these challenges are not addressed, then the ultimate result is increased crime rate.

   The basic assumption on which current judiciary system is built, is the 'fear of punishment will stop individual or group from doing crime'. There is also a general assumption that education reduces the crime. But overall in the world, both these assumptions seems to be failing, or it can be said that, even though the education is there and strict laws are there, crime rate is increasing day by day. The third way is to educate people about importance of following law, from personal point of view and from social point of view. In short increase social awareness in people to follow law. But for increasing social awareness in public, there is no separate system, it is being done through the regular education system (schools and colleges) and some NGOs, but still the crime rate is increasing. One common point in all these ways, is all these are paid systems, the persons who are working in these systems, are getting paid for performing their duty. So they may always have personal ambitions, personal interests, personal inclinations which may override on the social interests and priorities. Also, there is no provision to avoid personal inclination of the duty performing person. These may be some of the reasons why current judiciary system is unable to control the crime rate, and so the current way of law enforcement doesn't looks like a sustainable way.

   If we look back to the ancient Bharat, we had a completely different and sustainable way to implement the law. Which ensured the law enforcement will be pure and the justice is given without any personal inclination. Bharatiya thinkers developed a system which used culture and traditions to propagate the law in the society. The current era focuses on giving punishment after the law is broken so that next criminal will stop doing the same crime again, the focus on root cause is comparatively less. Basically, the current era assumes that illiteracy, unemployment, and inequality are the root causes of crime generation. This identification if root causes is not perfect, these are some of the reasons, but are not the only reasons. Bharatiya thinkers went deeper, they tried to find out all the root causes of breaking laws and created a tradition which will work on all of them. 
For example-

मातृवत् परदारेषु परद्रव्येषु लोष्ठवत् |

आत्मवत्सर्वभूतेषु यः पश्यति सः पण्डितः || --नीतिसार 

   Above lines from Nitisar, teaches that, the one who treats all other women as his mother, others money as dust, and who treats everyone equally is a scholar.  Chanting these type of shlokas daily in every house was a regular practice. This was helping to minimize crimes related to women, crimes related robbery, corruption and related to atrocity. It minimizes the desperation of the mind to get what one doesn't have and so minimizes any form of corruption, where as the advertisements (in all forms, even posting pics of picnic on Facebook is one kind of advertisement) being bombarded currently, increases the desperation, and once the desperation overrides the 'Sanskars' or the 'tattvas' (values inherited by sanskars), crime happens. We can't control advertisement, so to minimize crime, giving sanskars is the only effective way to maintain the balance. But surprisingly no institution has the ownership of giving sanskars, no one wants to think of it, not sure if the judiciary system is thinking of it seriously. Even the current education system doesn't owns it. Only the culture owns it.

   The laws were converted into culture and traditions, this improved the mass level acceptance and it also minimized operational cost of the implementation of laws. Culture and traditions were used to propagate laws in the public. The 'Sanyasis', 'Rushis', 'Sadhus' and the 'Sants' were the major initiators of this propagation. They were responsible for converting  laws into traditions or giving  birth to culture and traditions which will support  laws or which will nullify the root causes of the crime. They were responsible for reviewing old traditions and close the illogical traditions, which got created because of some misunderstandings and has lost there relevance in current time. The important point is, these people were not working for earning money, they were not supposed to earn or save money or accumulate wealth for their future generations. So they were not having vested interests and it was a parameter to check if they were seriously interested in society's welfare. Also, It was every family and individuals responsibility to pass on these traditions to the next generation. In this way the mass involvement of people in implementing the law was made possible.

   In the current system, the operational cost of the implementation of laws, is huge. It involves the complete judiciary, the police departments of every state, the lawyers and also government. On top of this, peoples are not assured that the system is strongly being run for the protection of truth and is responsible for justice. It seems like honorable court is deciding what is right and what is wrong according to the opinions of the Judges and not by law. One honorable supreme Court Justice says that the Ram mandir case is important and hearings should be conducted on daily basis and once the honorable justice is retired, other honorable supreme Court Justice says that there are other important cases than this, so the result is delayed. This is case about supreme Court Justice, better not to talk about the lower system. There are strong chances that Judges are under the influence of various anti-cultural activities like neo communism, which targets the culture and trying all possible ways to destroy culture and traditions. 

   Bharatiya peoples have always accepted and supported, the corrections or closure of the some seriously wrong traditions, by the judiciary system. We have left following many traditions where we didn't get the answer to 'Why?', or which we find as illogical traditions. There might be some more issues in culture, those can be discussed with the cultural representatives and those should be removed, discussion with cultural representatives will also help to make peoples mood to accept the decisions. But rejecting the cultural representation by not inviting them for discussion is not a mature way to handle this. Without taking opinion of cultural representatives, without doing the scientific study of some traditions, without having knowledge of why the tradition is being followed, without considering the public sentiments, giving judgement like sabarimala, has created a doubt that 'does judiciary system have any respect for Bharatiya culture'. It has underlined below assumptions made by honorable court. It is assumed that the tradition being followed is a myth and don't have any scientific base. It is assumed that temples are just a normal structure, and there is no effect of the mantras being chanted from thousands of years, on the temple area. It is assumed that the waves/energy generated by chanting these mantras don't have any impact on human body, rather it is assumed that nothing happens by chanting these mantras. There are thousands of other temples in world where women are allowed to enter and pray. There are thousands of temples where women deities are being worshiped, even there are temples where men are not allowed. Before passing the judgement, if honorable Court would have verified all these points, then it would have helped to maintain the impartial image of judiciary system. Also if we observe the names of the women who tried to enter the temple, it is clear that they are from anti-culture group and are trying to destroy culture. They never wanted to worship the God but wanted to hurt peoples sentiments. Considering all these points, it is clear that this was definitely not the case of gender discrimination but was clearly a false propaganda and was a part of anti-culture movement. If observed all such recent judgments given in all these cases which are related to Bharatiya Culture, all are one after another, a hard hit on the roots of the judiciary system itself, as these kind of judgments are diluting the image of judiciary system in people's mind.

  Gramsci, very rightly identified that, "culture is the root of everything, and everything else is a superstructure". So is the judiciary system. Judiciary system needs to understand that, if the culture is destroyed then it's own roots will be destroyed. The world can not run only on the judiciary system, it needs a system which gives birth to responsible peoples who can maintain the judiciary system pure and impartial. Which is nothing but culture. All those individuals and systems, who are helping neo-Communism or anti-culture movement, needs to understand that the Gramsci's theory is never implemented successfully and is not a practically proven theory. Wherever the communism was established, it has taken form of dictatorship and has dominated and controlled judiciary system and the media. The countries got converted into prisons. All the anti-government movements were destroyed by conducting massacre. Thousands were killed to give birth to communist government and to protect it. But the pure communist government was never born and sustained, either it got converted into dictatorship or it had to step down and the new government was formed as per the culture of the country or place. There are some examples where people have to live with dictatorship because the culture was so much destroyed that it has lost the ability to unite people for a common cause. 

   But in Bharat, culture always had this ability to unite people and establish a people oriented, justice oriented government. There will be lot more future tries to destroy our culture, but Bharat is strong enough to stand still. Bharat will make sure that it's old culture will not die for new (neo-communism) which can not be born.
